DBE accreditation is for the most part obtained by organizations in the transportation business or in the ventures identified with transportation. DBE certification is a federal program that is administered by each of the state's department of transportation (DOT). The state DOT’s are responsible for certifying DBE firms according to title 49 part 26 of the code of federal regulation. Only small business firms that are independently owned and controlled in both substances and form by one or more socially and economically disadvantaged persons are certified. In additions to establishing goals, state and local recipients also certify the eligibility of DBE firms to participate in DOT projects.
